Want external TOC to appear only when installed

I have an old X3 robohelp project that I am rewriting (not importing) and would like to have an external TOC display like I did in robohelp.

RoboHelp scenario:
I created a main project TOC and included an external CNT file. When the main.hlp file was viewed, the linked file and help system were not part of the main TOC unless it was installed in the same directory. Only when both the main.hlp and the external.hlp were in the same directory was the external TOC visible and accessible when opening the main.hlp. Note: users only had access to the main.hlp file.

Goal:
To create a main project that is aware of, but will not display, linked TOC content unless the corresponding linked.chm file is present in the same directory.

Using HTML workshop and Flare together you can create a master TOC (in HTML Workshop) that knows the names of the sub-TOC's. Then add those sub-TOCs. they will display correctly in TOC as well as work in index with all included sub-TOCs. See http://www.helpware.net/htmlhelp/how_to_merge.htm for the details.
