We are upgrading from Windows 2000 to XP. I have received a new XP machine. In order to get Flare on the new machine, do I just download a demonstration version from the MadCap site again, and re-apply my old registration code?

Yes. There is no difference between the full version and the demo version. In demo mode Flare mixes up the letters in the output and stops working after the trial period, but that is all dependent on a license key being present or not. You will also not get an email if you use the same email address.

So, you do not have the original installation package anymore? I then recommend contacting support so that they can email you the direct link to the download....and let them know that their page seems to be broken.
