Received project back from localization company and all looks fine except that the tabs (TOC, Index, Search) and rest of UI are in English.
Language in Project Properties is set to Danish. Language in HTML Help target is set to Danish. System Locale (Regional Settings) is set to Danish. What else do I need to do?

I think that HTML Help uses the language of the Windows install for those. In other words, you can't just install US Windows and set the locale and language to Danish: you have to use an actual Danish copy of Windows.
This is a limitation of Microsoft Help Studio, which Flare uses to generate HTML help. It's not something Madcap can address.

1. The localization was done by one of the largest localization vendors in the country. I do not know if they used Lingo.
2. Compiling HTML Help does not require a foreign language version of Windows. I have been using RoboHelp and HTML Help Workshop for years and never used it on a foreign language version of windows.

Hi,
It sounds like the HTML Help viewer is defaulting to English for those UI elements because it can't find the appropriate language resource DLL (hhctrlui.dll; see http://helpware.net/htmlhelp/hh_info.htm#HHUPD13). Can you verify that the Danish DLL is present on your machine?

Actually, the only one there is 409 (English). What do I need to do to get the other language files?

If you use a program like WinZip to open the hhupd.exe file that comes with HTML Help Workshop — it's installed in the redist subfolder of the HTML Help Workshop program folder — you'll see that it contains a file called mui.cab. The 28 language DLLs are in there.
