We provide our HTML Help file as part of a set of install files and as a sep. download. The file included in the install set works. However, if a user downloads the chm file separately, he gets this dialog box when clicking on it.
If he right-clicks on the file, the properties sheet
lets him give the file permission, and it runs.
Is there a way to prevent this from happening? Am I missing something in the Project Organizer settings?

It's due to Microsoft's security changes around chm files. There is a Knowledge Base article about it, but the short version is Microsoft disabled access to chm files from remote systems. This change also flags the file as potentially unsafe if it's extracted from email - I'm not sure, but that may also affect the file if it's downloaded from the web. You could try zipping the chm if people need to download the help file.
