When double clicking on a few of my topic titles to expand, I get this message...
[color=#FF0000]Due to the presence of characters known to be used in Cross Site Scripting attacks, access is forbidden. This web site does not allow Urls which might include embedded HTML tags[/color].
Any ideas?

Can you give us an example of the topic title and file name of one that has the problem? Odds are you're using characters that you shouldn't, so if you can show us the problem we can probably point you in the right direction.

Not sure about apostrophes, but dashes should be ok.

The topic title is simply a character string. Any character that you can enter in a keyboard can be entered in the topic title, if your topic title is being populated by the first heading in the topic itself. If you're typing the title in the topic's Properties screen, then you might be restricted in the characters, depending on how that field was programmed by MadCap. That said, just because you can type the characters doesn't mean that the outputs can display the characters because what's recognized on your computer won't necessarily be recognized by web browsers or in a PDF output loaded on someone else's computer using a different font.
From the error message, it sounds like the error is occurring when you're viewing the HTML Help output and security settings don't like what they see. Like Kevin asked, what is the full file name, including the extension? The extension might be triggering the error, although if it's a normal Flare topic then it just ends in .htm.
Did you use a masterpage and/or manually add a script or something to the masterpage or topics? Or to an icon in the toolbar? It could be that the security settings don't like the scripting you have in the topics or toolbar icon.
