Hi,
My question is: what is the best way to import PDFs into a project?
Some Background:
I created a folder under Resources in the Content Explorer and I have been using Insert > Picture to import a set of PDF documents
into the project. Because I am using Insert > Picture an img tag is generated, which I have to delete. Then I link to the PDFs from a
menu on a page in the Help System.

If you copy your PDFs to your Content folder (or a subfolder) in Windows, they will appear in the Content Explorer. You can then link to them like you are doing now.
Here's a cool trick you can use: right-click your "images" folder in the Content Explorer and select Open Folder in Windows. That will open the folder in Windows Explorer. It's faster than finding the folder yourself.

Rather than doing Insert > Image, I would probably use Insert > Hyperlink and point the hyperlink at the PDF. This would also allow you some control over how the PDF opens (for example, you could tell it to open in a new window so that your user's browser still displays your help in one window when the PDF opens).
I agree with Scott that copying the PDFs into the Content folder is an excellent idea. This will make it easier to point the hyperlinks (the relative paths will be simpler than if the pdfs are outside of the project).
