If I set top and/or bottom padding for paragraphs (padding-bottom, padding-top), then my paragraphs are spaced nicely. They are too close together by default, IMHO.
My ordered lists sometimes contain paragraphs, however. (Two or three <p> inside an <li>), and the additional padding means that the NUMBERS for the ordered list do not match up with the paragraphs. I can't figure out where to add the padding so that the numbers generated for each <li> will line up with my paragraphs with added padding.
Any suggestions?
Maybe I should use some other spacing technique for altering the spacing between my paragraphs?

I'd try using margin-top and margin-bottom and see if the work better.
