While Flare 4.2 is running, it is prompting "intrusion attack" warnings every 2 seconds at other computers on our network that have Norton Personal Firewall installed (see screenshot). The "attacked" port is 8210. At best, this is annoying. At worst, it is perhaps wasting resources and masking genuine intrusion attempts. What is causing this and what, if anything, can be done to prevent it?

My guess is that that is Flare's "snooping" that detects if you have two of the same license of Flare open on separate computers (though I thought that was more a client to MadCap central server thing). Or, it could potentially be the Flare IM (instant message) client.

Also Flare does check for other Flare clients for on your local network for the Instant Messenger part of the software. You can disable the IM part of Flare, See Flare's help file for more information on how to disable it.

Is there a way to disable it if your network is not running Exchange? (This may surprise ya, but not every company runs Exchange....)

You do need to have a Exchange server in order to disable this.

We disabled IM in Exchange Server as described but this hasn't solved the problem.
UPDATE: I've submitted this as a bug. Even if Flare has a legitimate reason for this acivity, the frequency seems way too high.
