I noticed that in WebHelp, the icons for TOC, Index, Search, Glossary, and Browse Sequences, lack text labels.
Is it possible to insert labels that read "TOC," "Search," "Glossary," and "Browse Sequences" for the matching icons?
Having to mouse-over each icon is a hassle.

Hi ccardimon,
if you mean the icons across the top, this can be changed under Skins.
1 - Edit the skin you're using for the webhelp output
2 - pick the "Styles" subtab
3 - Expand the "Toolbar Item" node in the "Styles" pane
4 - Select the item to add a label for (in the image below, I've done Table of Contents)
5 - Expand the "Basic" node in the "Properties" pane
6 - Choose the "Label" property
7 - Enter the desired label.
8 - Repeat 4-7 for each item to add a label to
Now, build and view to see the labels. They'll go right across the other icons.
Next, you'll need to change the size of the icons to accommodate the text (I added some white space at the bottom of mine for the labels to sit on, and made them as wide as the text string) and then you may need to juggle other items around until the top bar looks right.

You'll have to manually edit the graphic files. From what Jay says, it sounds like he opened the graphics file, increased the canvas size and filled it with white, then probably saved the new versions of the graphics elsewhere (maybe the Images folder in the project), then in the skin, selected the new graphic files in place of the original ones.

Sort of. The fact that you have to cheat the graphics to leave room for the caption probably wasn't part of their intent, but that you can do it is a nice workaround until they add the functionality to the software (so make sure you submit a feature request). I'll take a workaround over just "living with it" any day.

It does seem half-implemented. I expected to find element width and height as a property, rather than (as LTinker said) adding whitespace either side of, and below my images to space them correctly.I guess this means we are not actually supposed to do this, because otherwise MadCap would have made this task much simpler
It works OK as long as you can live with fewer elements across the top.
