It seems I have a problem with content tagged with a condition not being excluded in the search. I don't know what I'm doing wrong so please advise me!
Here's the scenario (stick with me, it's more straightforward than it appears...)
I have five tags:
Theory
Implementation
Non-Worksheets
The-Worksheets
Imp-Worksheets
The theorists have the content tagged Theory and Non-Worksheets. Excluded is: Implementation, The-Worksheets and Imp-Worksheet
The implementors have the content tagged Implementation and Non-Worksheets included. Excluded is: Theory, The-Worksheets and Imp-Worksheet
The worksheet theorists have the content tagged Theory and The-Worksheets. Excluded is Implementation, Imp-Worksheet and Non-Worksheets
The worksheet implementors have the content tagged Implementation and Imp-Worksheet. Excluded is Theory, The-Worksheet and Non-Worksheets.
My problem:
I have topics that are marked with the Imp-Worksheets tag ONLY.
I have marked the content, the topic, the TOC, everything about the topic as Imp-Worksheet.
When I compile the Worksheet Theorists, the TOC shows Theorists and The-Worksheets (correct).
When searching for a term, the content for Imp-Worksheets (incorrect) plus Theorists and The-Worksheets (correct) is displayed.
So why is Imp-Worksheets appearing in the search when I've purposefully excluded it? It does not appear in the TOC.
This happens in WebHelp.

Tagging TOC entries does not exclude those topics from appearing in WebHelp output; it merely keeps that content from appearing in the TOC tab of the output.
To exclude content completely from the WebHelp output, you have to exclude the topic file itself. You do that from the Topic Properties screen (right-click on the topic in the Content Explorer and select Properties, or open the topic in the XML Editor and press F4, I believe). The square to the left of the file name in the Content Explorer will show the color(s) of the conditional tag(s) that have been applied to that topic.

Yes, I've marked the topic as excluded in the Content Explorer and the TOC. I've marked the index keyword, the topic in the content explorer, the content in the topic, and the topic in the TOC with the Imp-Worksheet tag.

Check your output folder and see if that topic is really there. If it isn't, then it could just be that the browser didn't load the new search files and it's showing you a cached list. If that's the case, then delete the output folder and rebuild -- that'll force the browser to load all the content instead of going to the cache.
If the topic really is there, then there's a conflict in the conditional tags. Include always wins over exclude. So if a topic is tagged in the Content Explorer as being Imp-Worksheet but it's still appearing in the output, then it's probably because there's an include at work, most probably the Implementation conditional tag, because that's marked as being included for the implementors, and the Implementation tag is also paired with another tag. Does the topic only have the Imp-Worksheet conditional tag applied to it, or is there another conditional tag applied to it? If it's the latter, then check into the relationship with the other tag and see if it has an include in the target you're building.

The folder had the tags. I removed the tags.
before with the tags
the inappropriate topics were being included. after without the tags
