Popup topic from VB6

I'm trying to create a popup topic called directly from VB6. I use the following line of code when a key is pressed:

r = HtmlHelp(Me.hWnd, HelpPath, HH_DISPLAY_TEXT_POPUP, CLng(1000))

The topic is defined in Flare

#define IDH_TOPIC 1000

And this is assigned to a topic that I want to popup. When I press the button the popup says "No help topic is associated with this item."

What am I doing wrong?

Yes. That topic is about popup help. I tried the technique described but was not successful. I still got a popup that said "No help topic is associated with this item".
