If I print a one-page topic from my chm, I first get a page with the H1 only, then I get a 2nd page with all of the content (including the H1).
I have narrowed this down to the 'page-break-before: always' I have for my H1, but it's in the print medium section of my master stylesheet.
In my target, I have tried both default and non-print for the Stylesheet Medium, but it still prints the blank page.
Has anyone else experienced this? Would this be Flare or WinHelp issue?

It sounds like page-break-after is set to always on H1, or the paragraph tag immediately following has page-break-before set to always. I believe the HTML Help output will look at the default stylesheet when viewing in the HTML viewer, but when you tell it to print, it looks in the print medium of the stylesheet. So the problem is most likely in the print medium section.
