Mini_TOC Proxy in topic that isn't linked to a Book
In my TOC I do not have any files linked to any of the Books. That is to allow a user to open a book in the TOC without changing topics in the view area. I do have "overview" topics that would normally be linked to the Book, and want to put a mini-TOC proxy in that file that would list the topics under the parent book. Any ideas? An alternative would be to link the files to the book and have a way to open the Book in the TOC without changing topics (like in Windows Explorer - the plus/minus sign to the left of the folders).

I think the only way to get what you're after is to link the topics to the books. The mini-toc proxy is based on the structure of the TOC, so there isn't any other way to have it automatically populated. You could "fake it" by manually creating hyperlinks, but I don't like that idea because it introduces maintenance issues if your TOC changes later.
I'm not sure what you mean by having to find a way to open the books without opening the topic: that's what my TOC does automatically when someone clicks on the + / - hotspot to the left of the book. (I'm building to CHM, though - it's possible it behaves differently in WebHelp).
