My team lead and I were looking through Flare yesterday. I was showing him some of the functionality of the product and he had a question I was not really prepared for...but I did tell him I'd try to get an answer for him.
In the TOC Editor, there is the option to have something called the Info Bar visible. It is turned on and off by clicking the icon with the blue triangle with an "i" in the middle of it on the Toolbar for the TOC Editor. We both thought this might be a feature that would work VERY well within our application. HOWEVER, I was not able to find anything referring to this UI element in the Help. Is this something that can be created using Flare or is it a programming issue? How was this created?

I believe that the info bar you are talking about is only for help within Flare itself. So, if you open the master TOC for your project and then click the blue triangle with the 'i' in it, you will see a couple of lines of helpful text appear/disappear.
I don't know of any way to add this functionality to your own project output, but it is an interesting idea.

Yes, that's part of the Flare program itself and isn't something available as an option in the help, at least not without a tad bit of work. You could create a custom icon in the toolbar and give it some Javascript code to make a DIV in the topic visible.
As for implementing it in your program, it's probably nothing more than a label that's hidden or not hidden depending on the state of the info icon (button). Shouldn't be hard for your programmers to implement.
