AddtoFavorites button missing from Embedded Topic Toolbar

This forum is for all Flare issues related to the Microsoft HTML Help target.
This target produces "CHM" files in the output.

AddtoFavorites button missing from Embedded Topic Toolbar

I just upgraded to V5 and added the embedded topic toolbar, specifying these tools: expand all, collapse all, add topic to favorites, and quick search. Even after endlessly fiddling with the settings, everything shows up except the AddtoFavorites tool. Am I missing something or is this a bug? According to the Help it appears this tool should be supported in HTML Help output.
