That would depend on what you're expecting them to do. They don't expand and collapse the TOC. What they do is expand all drop-down effects in the currently visible topic, and possibly all togglers, expanding text, and other similar effects in the topic. I don't include the icons in my toolbar because, like the Quick Search field, they confuse the end users (IMHO), so I'm not entirely positive about which effects those icons work on. You'll see them in the Flare Help a lot.
Duh. I'm going to crawl back under my desk and read the manual now.

I'll take them out of my help when I modify the skin. If that confused me, it's going to confuse my users, and I don't use drop-downs a lot anyway.

Totally off topic....

It startled me to see this thread at the top of the Webhelp Forums. The original poster, Rick Henkel, passed away from a complication during heart surgery almost two years ago. Rick taught me everything I know about FrameMaker, and I still use his FrameScripts to prepare our Frame files for conversion to Flare. Crazy.
