I'm running MadCap v. 3.1 on Windows XP.
I've generated a .chm for a Russian help file. The first topic has strange characters (see attached). The remaining topics do not have this issue. This issue also does not repeat in other Russian help topics.
When I generate the .chm, the Build Progress window says "No language skin file available for the language 'ru'.
My troubleshooting efforts include:
1. Importing and running a Skin and Target from another Russian help system that works. The error persists.
2. Deleting the first topic and generating the .chm. The problem reappears in the new first topic.
3. Verifying Russian is selected in the Skin.

You say you've imported the skin and target from another help that works. ASssuming it's a Flare project:
Compare the project properties between the 2 projects - open the .flrpj file in notepad. See if there are any differences regarding language:

Is this the same system where the help was created? Or a different system? The reason I ask is those type of characters appear when Windows cannot find the character specified - usually, that happens when the font being used doesn't include that character. If the help was originally created on a different system, that system may be using a different set of fonts than your system. If your system doesn't have the fonts specified in the CSS, the help system would have to revert to another font, which may not have all the characters required.
If this is the case, you should also see the squares if you open the topic in Flare. You should from there be able to see which fonts it is looking for.
