Cross Refs in Word Output

I am generating two versions of a manual from Flare. When I do one version, my cross refs appear fine in Word. After I re-paginate I can update the page refs.

In the other version though, the x-refs are "dead". they are just unlinked page numbers and I cannot update them.

These are topics that appear in both versions, same source file from Flare.

I checked my target settings and could not see anything different between the two.

Can anyone think of what may be causing this ?

Which version of Flare are you using?
I had some problems with X-refs in the 4.x version but in V5 my X-refs work fine (except Flare (or is it the Distiller) doesn't seem to support sub-references marked with # <ttopic name>#<sub-topic>.htm. This works fine in the online version but in the printed output it renders as follows ,page number.
I will post an entry on this now.
