Cannot Change Stylesheet

I made a new flare project based on an old one and I wanted to use a new stylesheet. However, the stylesheet links option is grayed out and in the properties dialog the stylesheet option is grayed out so I cannot change it. I even deleted the old stylesheet and now it's changed to "default" but it still won't let me apply the stylesheet I want to apply.

If you have set a stylesheet for the Target, you can't change the stylesheet for individual topics. So I think what you should do is open the Target file.
