It seems like Flare always uses the very first place where it can hyphenate a word. Often, this results in lines where there would have been enough place to break a work later towards its end, which would result in less white space on the end of the line and thus would look much better.
This applies for standard hyphenation as well as when you add a custom hyphenation rule with multiple break points.
Example:
The last word on a line is “telecommunication”. The possible places for hyphens are “tele-com-mu·-ni·-ca-tion”.
There is a general hyphenation option that enables you to specify the minimum number of characters on a line. If you set this to “3” for instance, Flare breaks the line as follows:
tele-
communication
This happens even if there is so much space left on the end of the line that it should have been
telecommuni-
cation
Does anybody have an idea on how you can improve this? (Other than increasing the value of 3 to something larger, which does not work globally because in other cases it would prevent shorter possible hyphenations.)

As there's obviously no answer here yet, I wonder if you have gotten a feedback or an idea via another channel?
I'm struggling with Flare's hyphenation in general. Your mentioned issue is only one (default hyphenation rules are often wrong, Flare's Hyphenation Rule Editor does not work as expected, etc.).
